[Documentation] Document installation of the Docker image cleaner on compute node install guide

Description
Extend the compute node install guide so it tells users:
- To install the
arvados-docker-cleaner package.
- To run the service as a daemon using the command
python3 -m arvados_docker.cleaner --quota [size], where [size] can be any number+unit, like 10G or 1T.
- Assigned To set to Tom Clegg
- Status changed from New to In Progress

also: I checked dependencies on trusty for arvados-docker-cleaner, making sure python3 will be installed. looks good to me:
