[Documentation] Document base docker image for Arvados

Description

Using bcosc/arv-base and its Dockerfile, describe the necessary packages needed to include in a base Debian image in order to run Arvados jobs, as well as explain each of them.

Per #7321, it's worth noting extra dependencies for people who want to use arvados_sdk_version: virtualenv, setuptools, build tools, and development headers for Python itself and the curl library.
