[Deployment] Add a configuration template to the keepproxy package

Currently the template is expected to include information to be able to run Nginx in front of Keepproxy to provide SSL. To support that, the template would need to include:
- Server name for the SSL site
- Internal port to run Keepproxy on
- Public port to provide Keepproxy HTTPS service
- A path to the SSL cert+key to use - by default this can be the system snake-oil cert
- Subject changed from [Deployment] Add a debconf template to the keepproxy package to [Deployment] Add a configuration template to the keepproxy package
- Target version changed from Arvados Future Sprints to Kanban
- Target version deleted (
Kanban)
- Status changed from New to Closed
