[Deployment] Add an nginx site configuration to the keepproxy package

Description

Functional requirements:

  • The configuration should use a server name, internal and public port numbers, and SSL certificate information provided by the package's debconf template/RPM equivalent.
  • The configuration is installed in sites-available.
  • The configuration is enabled by default.
