[Docker] Crunch Docker images need libcurl4-gnutls-dev to support arvados_sdk_version

Description
You need this package to build pycurl, which is needed to install recent PySDKs. Without it, the build fails when it can't find curl-config.
- Add this package to the arvados/jobs build, since we want that to be able to support arvados_sdk_version.
- Target version set to Arvados Future Sprints
- Description updated (diff)
- Story points set to 0.5
Can't update the docs because they don't exist yet. Just add this package to the arvados/jobs Docker image.
Last time I looked at this, the minimal install was:
apt-get install python-pip python-virtualenv python-dev libgnutls28-dev libcurl4-gnutls-dev
- Target version changed from Arvados Future Sprints to 2015-09-30 sprint
- Status changed from New to Resolved
- % Done changed from 0 to 100
