open[Workbench] node visibility as admin vs ordinary user does not line up

Description
On 9tee4, as an admin, you see 2 (currently idle) nodes (there are 2 compute nodes).
As a non-admin user, you see just one (currently idle) node.
At the slurm level, both nodes exist and and are in the idle state. They run jobs fine (srun -N2 hostname).
This came about from a conversation with Sally in the context of #7386. She has been running jobs on 9tee4 and was under the impression that there is just 1 node there. It's not entirely clear if her jobs have actually been using both nodes.
