[SDK] arv keep docker can pull a docker image from arvados to your local repository

Description

Dixit Brett: You're right there's currently no switch in arv-keep-docker for it. The quickest way around this now is to find the collection, go into that directory in your FUSE mount, then run `docker load <checksum.tar`

You also need to tag it with the same name in the arvados registry.
