closed[Documentation] Update Software Collections documentation in install guide
Description
Because of changes at softwarecollections.org, we ended up changing the way we get Software Collections in #7953. We now follow this process from the CentOS wiki, which is actually simpler.
Now, we can just tell people to yum install centos-release-SCL
as a prerequisite. Our packages will pull in the necessary Software Collections as a dependency. We never need to point people at softwarecollections.org, or tell them to install Software Collections packages manually.

Just one question. Would it be better to move the note up in sdk-python.html (above the "On Debian-based systems:" line) similar to workbench update?
LGTM either way.
