[Deployment] Update Rails package dependencies

Description
- Packages that are noted as build dependencies for each Rails package in the install guide should move to the package's fpm-info.sh.
- Update the install guide to remove the extraneous packages from the command lines.
- On CentOS, libstdc++-devel is required to build C++ extensions like therubyracer. Presumably on Debian distros you need libstdc++-dev (maybe we haven't noticed because it gets pulled in another way?).
