[login-sync] Sets up settings.conf

Description
Workbench and many of our tutorials assume that when you log in to an Arvados shell VM, it's immediately usable. We ensure this ourselves on public clusters, but nothing in the documented install process sets up settings.conf for new shell accounts. Add that functionality to the login-sync service.
This may require changes to the login-sync token that we tell administrators to create in the install guide.
