[Docs] keep-web runit script depends on sudo configuration

Description

The runit script for keep-web in the install guide defines some environment variables, then uses sudo -u nobody keep-web. Depending on site configuration, sudo can lose the environment variables just defined in the script.

Make sure the script doesn't lose it's necessary environment. Use env, use sudo -E, use an env directory and chpst, whatever.
