arv-copy should copy all collections first before copying git repo

Description
A common thing I'm doing is using screen to arv-copy. sometimes arv-copying the git repo fails due to permission errors. So one work around I would like is to have all the collections copy first, then if it fails on copying the git repo, I can copy the git repo and it shouldn't take more than 5 minutes.

I'm closing this as a sort of duplicate, because #8314 would accomplish the same goal, and more, in a safer way than fretting about the order of operations.
