[SDKs] Can't `arv get` a collection by PDH

Description

% arv get <PDH>
Arvados collections are not editable.

This error message is surprising. First, it's not true. Second, I'm not even trying to edit the collection, I'm just trying to read it. I would prefer if arv get rendered the API server's synthetic response in this case.
