Description

While creating Arvbox image it was observed that lots of additional packages listed on the "Recommended" list were being downloaded and installed. Specially with the python-epydoc package, that was pullling the entire TeX documentation and tools.

Added '--no-install-recommends' flag to apt-get execution. Also splitted in 2 layers the Dockerfile.base package installation because of Debian mirror occasional errors.
