arv keep docker very slow

Description

When doing customer training, we had 7 people all submit an 

arv keep docker

command at the same time and it took >10 minutes for them to all complete, without any progress for many minutes to start with.

Speculation is that it was the docker pull portion of the command which was taking lots of time without any user feedback
