Add upload rate limit to arv-put

Description

As a file uploading user, I may want to limit the amount of network bandwidth that arv-put uses so that it plays nicely with other consumers of bandwidth. Cf. the --bwlimit option on rsync.

As an alternative, the Linux utility `trickle` can be used to apply bandwidth throttling externally.
