[Crunch2] [API] Permit container [request] with empty command (run default docker command)

If command is [], run the docker image's default command.
Work in progress on 9969-container-no-command. todo:
- ensure API tests still pass
- ensure crunch-run works correctly with an empty command
- Status changed from New to In Progress
- Target version set to Arvados Future Sprints
- Target version deleted (

- Target version set to Future
