Workbench collection operations should use the replace_files API:
* Remove files or directories
* Rename files or directories
* Create a collection from a subset of files in the current collection
* Copy files or directories into another existing collection
* Move files or directories to another existing collection
Possibly goes in a different ticket
* Improve user interface for moving/copying files between directories within a collection
