Use the API revision number to determine whether the API server supports the new API.
TBD:
* Does @arv-keepdocker@ need to keep supporting the old code path, or do we want to tear that out as part of this ticket?
* Does @arv-keepdocker@ need to wait for its container request to finish? Or can it just exit with an "okay, request submitted successfully" status?
