You need this package to build pycurl, which is needed to install recent PySDKs. Without it, the build fails when it can't find curl-config.
* Add this package to the arvados/jobs build, since we want that to be able to support arvados_sdk_version.
* I think we have base documentation about what features a Docker image needs to run Crunch jobs. Add this feature dependency there. This package pulls in a lot, so it might be nice to note that you only need this if you intend to use arvados_sdk_version.
