When spinning up nodes for the diagnostics pipeline (e.g. https://workbench.4xphq.arvadosapi.com/pipeline_templates/4xphq-p5p6p-7epwxldf9yskgy5), Node Manager spins up 3 nodes instead of 1.
I've observed this on 4xphq (aws) and also on su92l (azure).
