Implement some of the ideas from #8645 in arvados-cwl-runner:
* Create new project (because "pipeline" group type doesn't exist yet)
* Copy input data collections into project
* Copy docker image into project
* Jobs records will be owned by the project
* Log collections will be owned by the project
* Output collections will be owned the project
