Write equivalent of arv-put and arv-get using the Go SDK for ease of deployment and avoid dependency on Python. 

 Must support partial @arv-get@ command line: 

 <pre>

                [--progress | --no-progress | --batch-progress] 
                [-r] [-f | --skip-existing] 
                locator [destination]

 Must support partial @arv-put@ command line:
