In order to facilitate upgrade without downtime, designate 503 (Service Unavailable) to designated a special HTTP 500 code that indicates "planned downtime". When an Arvados client gets this code, it should retry forever (?), respecting the "Retry-After" header if available. https://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html forever.
