Establish a convention for health check scripts such as "keep-web-health-check.sh" which check cluster functionality for a particular service.
Should only require ARVADOS_API_HOST and ARVADOS_API_TOKEN, should self-configure based on discovery document.
Use Nagios-compatible convention for health reporting:
