The list of flags which can be specified is configurable by the site admins with the default list being empty so that this capability is turned off.
A prefix can be, for example, --gres if you wanted to use SLURMs generic resource scheduling.
arvados-cwl-runner to be updated to support new Arvados specific CWL extension
API server to validate the command as acceptable based on white list
crunch dispatch slurm to pass the commands through to sbatch
