Expose tree of project/collection names, e.g., @keep-web-host/users/bob/projectname/collectionname/foo.txt@ This is an initial read-only implementation that exposes the /users/*/ hierarchy with some limitations. There does not include support for shared projects, which will be followup work (write access, shared projects, better performance), see #13272. done later.
