As a user I would like When navigating to have access to guide lines and help 
 so Help Page, is turns out that I will get information with cumbersome fields. 


 Acceptance criteria: the menu is non existent. 

 1. Click on the "?" icon in the top-right corner of the page 
 - context menu: 
 Public Pipelines and Data sets https://dev.arvados.org/projects/arvados/wiki/Public_Pipelines_and_Datasets 
 Tutorials and User guide http://doc.arvados.org/user/ 
 API Reference http://doc.arvados.org/api/ 
 SDK Reference http://doc.arvados.org/sdk/ 2. Click "Help"  
 3. Observe the result 

 The page is redirected, but the corresponding sub page is empty.
