When logging in to an active account on a cluster ("aaaaa"), set long-lived workbench cookies[1] cookies on remote clusters ('"aaaaa"-is-my-home').
When showing the login chooser, if an "aaaaa"-is-my-home cookie[1] cookie exists for a remote site but not the current site, use the indicated home cluster as the default option.
