The "Workflows" page should allow the user to choose should: a) Allow browsing workflows across all clusters b) When searching, search across all clusters c) Submit a workflow (which can be defined on any cluster) d) Choose collections from any cluster (#15353) Controller should be enhanced so container requests can have Arvados automatically choose e) Choose which cluster to the workflow will run the container based on a strategy such as least expected data transfer.
