PhantomJS has been unsupported for quite a while, and seems to be making while. Switch our builds unreliable. Switch tests that use PhantomJS testing to use Selenium/Firefox instead. Before merging, evaluate * timing impact * reliability impact headless Chrome, headless Firefox, or similar supported technology.
