When a user clicks on a file in the file listing, it should open in a new tab, displayed in the browser (not open a download dialog).
keep-web has some particular rules about safely displaying files to avoid cross-site-scripting attacks that forces downloads in some cases, so test on files which are public; eg shared with the "anonymous user".
