Features:
* depends on arvados-fuse, arvados-pam, shellinabox, etc
* installs the shellinabox pam configuration (cf. "Configuring pam" on https://doc.arvados.org/master/install/install-webshell.html)
* installs the user sync script and configures it (see salt)
* installs fuse-mount script that mounts keep for each user on login (salt)
* other things?
