When building compute images with packer, the packer compute-image script needs a few fixes: 1. @apt@ fails to wait for locks to be released: scripts don't fail when running on base-images that have some sort of init scripts that install/remove packages, @apt-get@ fails with a lock error. 2. There's a section regarding @python3-distutils@ that should be removed now that #16611 is fixed. 3. @python-arvados-fuse@ should be replaced with @python3-arvados-fuse@ apt control files are locked
