In order to fully eliminate the legacy SSO server, Workbench 1 needs to be able to support username/pw login for LDAP and PAM.
Instead of doing this in Workbench 1 itself, we should probably improve the controller login page that exists for the "test" login method. To support basic theming, this could get an HTML template from the configuration.
