* Filled in with same logic as "modified_by_user_uuid" 
 * read only field on the arvados object 
 * migration uses the logs table if possible, fills in "system user" if not 
 * requires updating API version 
 * requires updating Controller structs 
 * need to consider how this works with past version snapshots made by collection versioning 
 ** should follow whatever logic we decided on with "created_at"
