[Workbench] [Performance] [api] _projects_tree adds seconds of lag

Description
While performance profiling workbench collection#show page, it was noticed that the projects tree display takes 2 to 5 seconds. Looking at the workbench log, I noticed that this is built using multiple api server calls to /groups.
It should be relatively simple to expose an api method that builds the tree in one call.
Given that this is displayed in each page in workbench, it seems reasonable to consider this performance enhancement.
