Limit system properties to known names, not just a prefix

Description
In #19980, we discussed allowing all properties with the arv: prefix to count as system properties. A user has expressed concern that their users will use this to circumvent strict enforcement. They would prefer that system properties be limited to a known set.
This would mean reverting the implementation in #19980 and instead putting all known system properties in systemTagKeys.
