Description
The installer should specify PrefixLength: 3
on S3 installs. PrefixLength is presently 0 by default to avoid breaking legacy installs but for all new installs it should be 3.

"should not be changed once the cluster is in use"
should probably say
"should not be changed once the volume is in use"
since you can have different volumes with different values of PrefixLength.
