[Workbench] "Public pipelines" on help menu links to wiki, not local public pipelines

This links points to the URL configured in workbench: arvados_public_data_doc_url
So, one can change this to point to <host>/projects/public page if that is what they want?
Discussed with Peter and he was basically questioning about the value of this config parameter in qr1hi env. Potentially OPs / Tom Morris decision point. Thanks.
