[Workbench] job->log tab appears to be loading forever if Log collection is not found

Description

Todo:
  1. Turn off loading spinner and display error message when "load tab" ajax request fails
  2. Improve error message ("log not available"?)
  3. Do not even offer a Log tab if log collection lookup fails
  4. Test cases for "collection.find fails" and "collection.find succeeds but arv-get fails"

  3. "Reasonable people can disagree" it makes more sense to me to keep the log tab and have it tell the user something is wrong, instead of hiding it entirely and the user not knowing why.
