[Documentation] Document how to deploy Keep backed by Azure blob storage

Description
The Keepstore installation guide should include instructions about:
- How to set up blob storage in your Azure account such that Keep can use it to store blocks
- How to deploy keepstore when blocks are stored as Azure blobs
Tom already has a wiki page. It needs to be converted into a doc page and reviewed.
