Description
Since #22184, keep-web needs to be able to connect to the PostgreSQL service. The installer needs to be updated to reflect this new requirement.

- All agreed upon points are implemented / addressed. Describe changes from pre-implementation design.

- Considered backwards and forwards compatibility issues between client and server.
- Follows our coding standards and GUI style guidelines.
- Adds keep-web's IP address to the PostgreSQL ACL list.
- De-duplicates ACLs configuration for those cases where some or all of keep-web, keep-balance and arv-ws are deployed to the same node.
- Status changed from In Progress to Resolved
